Pre-salt focus could open
new midstream market
Increased need for offshore

could re-define and open up sector

BRAZIL could be on the verge of
developing a significant new market opportunity as pre-salt output
expands significantly leading to
the need for increased infrastructure for offshore transportation,
attendees at OTC Brasil and Rio
Pipeline were told yesterday.
In a joint session at the conference an industry panel discussed
the potential opening up of an
offshore midstream market.
We are going through a time in
Brazil when there are expectations to re-shape the oil and gas
industry, Paulo Moreira de Carvalho, a director of state-owned
pre-salt entity PPSA, said.
According to Carvalho, the midstream sector is currently dominated by state-owned Petrobras.
However, he said, Brazil now has
the opportunity to redefine and
restructure the market and open
it up.
Paulo Penchina, director of
pipeline and terminals at Transpetro, Petrobras transportation
subsidiary, said: Our company is
ready to look for new business
opportunities.
With Brazils gas production
also growing rapidly as the presalt sector expands, Paulo Martins, supply chain manager for
projects, tenders and strategic
sourcing at Subsea 7, said he
believes two business trends
could have an impact.
One would be an asset-sharing
model for infrastructure, he said,
which would allow for the development of marginal fields and
rapid ramp up of their production.
This would help reduce costs and
make decommissioning simpler,
he argued.
A second potential model, could
be compared to that of ownership
of floating production, storage and
offloading vessels, where infrastructure is designed, built and
operated by one party with capacity then rented out long term.
By doing this, operators do not
see capital expenditure costs, only
opex, Martins said.
He added: The current opportunity in the market is Petrobras
strategic divestment plans.
Another advantage is that Brazil
has, apart from the upcoming presalt bidding round on Friday,
other important (rounds) coming
up, which gives the market visibility. Omar Itcovici, an associate
at global consultancy McKinsey
&Company said: In Brazil, Petrobras controls most of the infrastructure that connects gas supply to consumers. As pre-salt
supply is expected to ramp-up,
this would indicate potentially
brilliant new opportunities. But
regulations need to be set, tax
implications discussed, legal
framework- all have to be defined.
This needs to provide consistency and fairness, Itcovici added.
Kjetil Solbraekke, senior vice
president for South America for
global consultancy Rystad Energy
added: Regulations have consequences on the prices consumers
pay. Brazil needs to look at who
will own the infrastructure, who
should build it, who should use it
and how can it be regulated.

diretor da PPSA. Segundo Carvalho,
o setor midstream atualmente é
dominado pela Petrobras. No entanto,
ele disse que o Brasil agora tem
a oportunidade de redefinir e
reestruturar o mercado e abri-lo.

Com a produção de gás do Brasil
também crescendo rapidamente à
medida que o setor de pré-sal se
expande, Paulo Martins, gerente de

Um seria um modelo de
compartilhamento de ativos, disse ele,
o que permitiria o desenvolvimento
de campos marginais e a aceleração
rápida de sua produção. Isso
ajudaria a reduzir custos e tornar o
descomissionamento mais simples,
argumentou ele.
Um segundo modelo potencial
poderia ser comparado com o da
propriedade do FPSO, onde a infraestrutura foi projetada, construída
e operada por uma parte com
capacidade, então afretada a longo
prazo.
Ao fazer isso, os operadores não
vêem custos de despesas de capital,
apenas opex, disse Martins.
Martins acrescentou: A atual
oportunidade no mercado é o plano
estratégico de desinvestimento da
Petrobras. Outra vantagem é que o
Brasil, além da próxima rodada de
licitação do pré-sal na sexta-feira,
outras importantes (rodadas) estão
chegando, o que dá visibilidade ao
mercado.
No Brasil, a Petrobras controla
a maior parte da infra-estrutura que
conecta o fornecimento de gás aos
consumidores. Como o abastecimento
de pré-sal deverá crescer, isso
indicaria novas oportunidades
potencialmente brilhantes. Mas os
regulamentos precisam ser definidos,
implicações fiscais discutidas, quadro
legal - todos devem ser definidos ,
disse Omar Itcovici, um associado
da consultoria global McKinsey &
Company.
Isso precisa fornecer consistência
e equidade, acrescentou Itcovici.
Regulações têm consequências
sobre os preços que os consumidores
pagam. O Brasil precisa analisar quem
será o dono da infra-estrutura, quem
deve construí-lo, quem deve usá-lo
e como pode ser regulamentado,
acrescentou Kjetil Solbraekke, vicepresidente sênior da América do Sul
